“The human rights of migrants and refugees”

It is indisputable that a safe arrival of refugees as well as of migrants, is a basic human right.  However, despite repeated calls by relevant international institutions, including the Commissioner of Human Rights of the Council of Europe, states focus primarily on stringent border controls. In this respect, unilateral measures as the ones seen in recent days, only harm the prospects of a viable European response.

At the same time, smuggling networks have a pivotal role in the abuse of human rights of refugees and migrants and without their dismantling, protection of human lives at sea cannot be safeguarded. The cooperation of authorities of states wherefrom smugglers sail, must be proven in practice. In this framework we look forward to the implementation of the EU-Turkey Joint Action Plan, underlining, additionally, that a full implementation of readmission agreements vis-a-vis all member states is part and parcel.

Of course, tackling the root causes of the current refugee and migration crisis is the only strategy that can yield durable results, but it is obvious that this is a long-term policy. It implies adequate enhanced development cooperation between Europe and of course other wealthy nations on the one hand and countries of origin and transit on the other, including not only considerably increased financial support, but more importantly, viable economic projects which would contribute to sustainable development of Europe’s periphery. OSCE’s limited engagement with the Middle East Peace Process is not facilitating a holistic approach towards security and stability threats in the area, which directly influences European security. We call the OSCE to upgrade its role in this respect.

On the same vein and despite the extremely volatile situation in  the region, Cyprus has been forging long-term synergies with these countries such as Jordan, Lebanon, Egypt and Israel in the context of its energy policy, that have the potential to enhance the development-stability nexus.

Finally, I need to stress that while the protection of the human rights of refugees remains a top priority and cooperation with third countries is of utmost significance, the EU must not lose sight of other flagrant violations among its partners in managing migration. Besides, transit countries on the periphery with a poor overall human rights record are highly unlikely to afford refugees protection that satisfies human rights standards.
