Κατά την διάρκεια της 16ης Φθινοπωρινής Συνάντησης της Κ.Σ.ΟΑΣΕ, πραγματοποιήθηκε συνάντηση με θέμα την πολιτική συμμετοχή των ατόμων με αναπηρίες, μετά από πρωτοβουλία του Γραφείου Δημοκρατικών Θεσμών και Ανθρωπίνων Δικαιωμάτων του ΟΑΣΕ και την οποία συνδιοργανώσαν οι φινλανδική και η κυπριακή αντιπροσωπία. Απεύθυνε εισαγωγικό χαιρετισμό ο κ. Χατζηγιάννη, υπό την ιδιότητα του Εισηγητή της Επιτροπής για τη Δημοκρατία, τα Ανθρώπινα Δικαιώματα και Ανθρωπιστικά Θέματα της Κ.Σ.ΟΑΣΕ.
 

Side event “Creating more inclusive Parliaments: Promoting the participation of persons with disabilities”

The opportunity to be involved in political life lies at the heart of democratic values. A right indeed guaranteed by major legally binding human rights documents. In fact the OSCE participating States arecommitted in this regard as well, as the Charter of Paris provides for this right.

Apertinent discussion is ongoing, regarding how best can the participation of persons with disabilities in elections and in general in the political processes be protected and fulfilled.

As is often the case, implementation gaps between the guaranteed rights and commitments and the reality on the ground, remain. Significant obstacles such as restrictions of the right to voteand be voted as well as administrative barriers such as accessibility in polling stations, the existence of campaign material in formats that can be accessed by persons with various impairments, to name just a few, are hindering the exercise by persons with disabilities of their rights,their full participation in political lifeand ultimately inclusiveness in our societies. A particular aspect of this issue concerns the rights of persons with psychosocial ormental disabilities, who face a significantly more restrictive framework, since the right to vote is,in a number of OSCE participating States,linked with legal capacity.

Furthermore, in our times when apathyregarding political life and a sharply declining trust towards political institutions plaques especially the younger generation, we have a great responsibility in instilling in youth with disabilities the drive towards political activism, in a group which already is underrepresented in decision-making processes.

May I also point out that during Cyprus’ Chairmanship of the Committee of Ministers of the Council of Europe, the new disability strategy of the Council was launched in Nicosia.OSCE, with its broad membership can foster significant synergies with the Council of Europe, to promote a robust framework of action in this regard.

What could be an added value for Parliamentarians, in my view, is to have a set of measurable indicators against which we could check data in our societies and a set of good practices.We are thus awaiting the distinguished members of this panel to provide some more insight into the issue and perhaps propose some practical suggestionsthat we could take back with us in our Parliaments to discuss in competent Committees with all relevant stakeholders.
