Joint OSCE PA-PAM Working Session on “Assessing the Terrorist Threat and Efforts to Prevent Violent Extremism”

Against the backdrop of the current pandemic home-grown or foreign terrorists and violent extremists, acting alone or in groups and regardless of their ideology,have used extensively the Internet and social media to disseminatepropaganda, hate speech and misinformation and to radicalize potential recruits. As evidence shows, the exploitation of online gaming and social media platforms, during this period of the pandemic, may have also provided them with more access to younger people, as they spend a significant amount of time away from school, thereby increasing concerns about their potential radicalization.Therefore, cooperation with online platforms to remove terrorist content the soonest possible, must remain a priority.

The pandemic has facilitated the subversive work of terrorists in a broader way as well. Declining socioeconomic conditions, the deepening of inequalities, extreme poverty and hunger,which are underlying factors that fuel terrorism and extremism, have been exacerbated as a result of the pandemic.  Terrorists and violent extremists seek ways to exploit the resulting resentment. Therefore, as parliamentarians, we must make sure that economic recovery is as inclusive as possible within our countries, as well as across the OSCE region.

At the same time, human rights abuses andthe increased securitization as a response to the pandemic also contribute to exacerbating conditions which are conducive to radicalisation and violent extremism. In the OSCE area, anti-extremism or antiterrorism laws have been used all too often to hunt down political opponents or even to silence critical journalists. In the context of the current pandemic, measures that excessively limit the fundamental freedoms of association, peaceful assembly and expression are blatantly being used as a pretext to curtail civil liberties. As Members of Parliaments, we must continue to provide the necessary checks and balances against the excessive use of restrictive measures.

Additionally, our efforts to prevent radicalisation and violent extremism must continue to focus also on education. Inclusive education can contribute to alleviating the danger of radicalisation and violent extremism.Additionally, the promotion of interfaith dialogue and particularly the involvement of the youth in this dialogue, in order to foster tolerance, mutual respect and social cohesion, must be prioritised.

I believe therefore that States must ensure proportional COVID-19 responses and adopt a balanced approach to preventing violent extremism,with full respect to human rights and fundamental freedoms. As parliamentarians we need to look into regulatory and legislative gaps and see how we can coordinate our efforts with other participating States as well as with other interparliamentary Assemblies, such as PAM, in addressing inequalities in the post-pandemic world, so that we can address the root causes of radicalisation and violent extremism.
